Bacalhau jobs bounty

Lets build a matching bounty market place where data owner can ask data engineers to program a job solution that can be used in Bacalhau.

The contract interaction needs to provide the following user this functionality.

• [x] #31
• [x] Once succesfull the bounty should automatically be turned into a job.
• [x] #32

Other things we need to think of:

• Should there be a timelimit involved.
• There should be certain criteria met.
• There should be different kind of bounties/ open, only selected, etc.
• Ownership of the created job should be arranged according to a good splitter, and should be agreed upon from the beginning.

@nijoe1 lets think about this and build good workflow for how we can implement this in the upcoming hackathon. Maybe we are not able to deliver it fully, but if we can make a start that would be very cool!
