Opening this for discussion. @daoswald, I have rebased and squidged your work into 2 commits. In your view, does this add enough to be a good step towards the vision of moving all ICPP's work into EUCG?

It's been awhile since I worked on that, but yes. The concept was to provide better facilities for testing. However, it still doesn't constitute a drop-in replacement for all the work in IL::CPP's Makefile.PL. Nevertheless, it's probably worth merging.
