Fix Unicode dic and Math rules dialogs opening #3

Hello Woody With NVDA 2019.2beta1, the "Unicode dictionary" and the "Math rules" dialog cannot be opened anymore. Here is a PR fixing the issue. This PR maintains the compatibility with version 2019.1.1 and older as well as with 2019.2.
