Add OCR capabilities to Dynamsoft Scanner. #1225

With the upgrade to Dynamsoft version 12, the HTML 5 scanned object no longer supports OCR capabilities out of the box. Instead it is an addon to the existing software. This addon can be either client side or server side. For information on how to begin with this enhancement see http://www.dynamsoft.com/Products/image-to-text-web-application.aspx.

When we do this, we should also add a slider in the HPI admin to allow OCR to be turned on or off. Since OCR is an add on, not all clients will have it.
