Can not fetch and apply configs or assets when the OC license is expired #2191

Currently, if the OpenContent License expires we can not grab any configs or asset files from OpenContent. This causes the upload license page to look like the following: This page has none of the logo or background asset files displayed and it is not listening to the admin color configs. The license management logic should be updated to allow certain calls (Like config or asset fetching) to still occur when the license has expired

Another option would be to just have it revert to the "default" styles. Honestly, what is shown above isn't too bad, but it'd be nice is the text was another color other than green.
