UX: Update to Bootstrap Tooltips for TableView Icons (hasAnnotated, hasNotes) #2294

UX Enhancement

Currently, the table view icons html is created through javascript within tableview.js. With the new branding updates these icons were not updated to use the bootstrap tooltips. This is an enhancement to bring these up to date.
