Enhancement

For collaboration, if the client does not want the call functionality, the call button still remains. Hide it if all call options are turned off.

OCMS Commit 26347 STAGE COLLABORATION CALL OPTIONS EMPTY - when the call options are empty for stage collaboration, hide the call button. Adding handlebars and serialization logic to hide the call options button from the stage collaboration view if no call options are configured on. GH: https://github.com/tsgrp/HPI/issues/2386
