Localization is not resolved for workflow reporting error. See screenshot. missing localization

OCMS Commit 26348 WORKFLOW REPORTING MISSING LOCALIZATION - workflow reporting has an error localization that cannot be resolved. Adding the localization here. GH: https://github.com/tsgrp/HPI/issues/2388
