Allow Non-Wizard Search tracs to resolve to the Wizard Stage #2394

Currently the only search tract that can successfully resolve to the Wizard stage is the Wizard search trac. To resolve this the linkformatter needs to be updated to allow for non-wizard search tracs resolve to the wizard stage.
