Attribute search does not respect default values for dates #2396

If a form attribute is configured to have a default value - attribute search does not use the default value.

When this is fixed - we will also want to add functionality to make sure that the reset button respects defaults. Similar to the changes made for - https://github.com/tsgrp/HPI/issues/2393
