Notifications - add count to the bell icon #2426

Add the ability for a number to display on the notification bell to show how many notifications there are- Im imagining like the way slack handles notifications

Currently the bell icon changes colors to show new notifications - would be helpful to also show the notification count without needing to click on the icon.

This could potentially be combined with #137 to only count "unread" notifications. If that makes this too complicated, then an initial release could just count all un-archived notifications.
