Failure to access application without configs #2433

This issue seems to be intermittent. When attempting to log into an instance of ACA without configs, the user has no way to upload new configs via an admin interface.

The following steps in the release documentation should allow you to replicate the error:

  1. Set up Alfresco with a clean OpenContent installation
  2. Set up Alfresco with a clean ACA installation
  3. Call the setup webscript for ACA /alfresco/s/hpi/setup
  4. Navigate to /ocms/admin/ConfigArchiver and log into the application as the Alfresco administrator
  5. Use the Import Config function to import a set of configs
