Solr Implementation Broken after OC License Update #2441

Edge4 is not loading:

Per @aviking this seems to be related to @newmanju's OC commit 26962 which added a runAsAdmin call within the OCLicenseManager. The Solr Implementation does not allow for runAsAdmin.

Whatever fix we implement here should be done to any other implementation that does not support runAsAdmin as well (Ex: Elastic and DynamoDB).
