Replace ShareFile Integration with ShareBase #2448

Given that our demo accounts with ShareFile have been removed (see #2447) we should evaluate replacing "Cloud Send" functionality in ACA with ShareBase rather than ShareFile. This would keep all of the features to existing Hyland products rather than relying on 3rd parties.
