IOUtiles CloseQuitley function removed in ACS 7.2 #2471

ACS 7.2 has upgraded their tika jars to 2.2.1. This update removes the IOSUtils closeQuitely function that OC uses. The fix will be to implement our own closeQuitely function in OC and to use that instead
