Better view for Wizard forms with no PDF Rendition #535

Currently the new Document Viewer always enables the download option. This can be confusing for users when they try to cancel a Change Request in Flex, the docViewer allows them to download the XML format of the CR. It will be good to have the option back where a particular document format is not streamed or downloaded.

A better approach to this would be to provide a new "Properties" viewer in HPI. We've talked about this in the past with AW forms.

Basically, if a document falls down into the "Properties" viewer in HPI, instead of displaying the file contents, just load the view properties action in full pane mode. If the admin didn't configure the view properties action, just display a message like "No viewable content" or something like that.
