Error saving annotations modal does not pop up when save call fails #809

Occasionally, when the save call fails - the "Error saving annotations" error modal does not pop up on the users screen.

The first few times it will usually show up but then it has been reported to stop appearing.

Therefore, the user only sees the "Saving Annotations" notification when they click the save button and no errors - and so they keep annotating. Only to find later that their work has not been saved.

We must ensure that the error message is always displayed when the save fails.
