In certain regulated use-cases for redaction, redactions themselves maybe collaborated on by multiple levels of users. The first level of user can (Redactor) highlight text they think should be redacted, but the actual redaction only happens after a 2nd user (Redaction Admin) has approved the redaction.
The most harmonious way we could work this into our current features, would be to allow the first user (Redactor), to create suggested redactions, using an action based on the current redaction action. The 2nd user (Redaction Admin), would then see these user-created suggestions, along with automated suggestions when they go in to do the final redaction.
