Text redaction action not working when document has no text #897

When a PDF has no text, the text redaction action should behave similar to the highlight annotation action. Currently only an outline is created and we have no option to save the redaction

TEXT REDACTION ISSUE - ensuring that text redaction action is destroyed when there is no text data in a pdf and is still usable on a page that does not contain text.
