Change the Way Reply Notifications are Sent #925

Currently, reply notifications are sent after the user starts and then stops typing. Changing the notification to be sent after the Okay button is clicked or the annotation dialog is closed would allow us to inform the replied to user in a better way. This would allow the replied to user to see a more complete annotation comment instead of an incomplete one when clicking on the notification.
