Enhance OAV to pull the socket server url from properties. #945

Current OAV's socket server configuration is determined at build time of the product. This should be enhanced to look at a properties file at run time. Ideally, we have OAV listen to the same property that AEV uses but at a minimum, it should listen to a property in a property file.
