Currently if a license has the status of
LICENSE_APPROACHING_SYSTEM_USER_LIMIT or LICENSE_EXPIRING_SOON_APPROACHING_USER_LIMIT
OC prevents you from uploading the license saying that it is an invalid license.
Just because we are close to the user limit does not mean we should disable access.
Seeing this issue with a repo text license.
