Bulk Upload: Add Ability to Extract Attachments off of Zip Files #91

Similar to the current functionality for parsing MSG attachments, we want to make a new endpoint that uploads and relates all the attachments from zip files added via bulk upload.

Related to https://github.com/tsgrp/HPI/issues/1859

Has been developed on client branch and can be brought back to trunk if need be.

also - this should probably be in the HPI issues list rather than OC.
