Using Dynamic Script in Puma Migrations #12

When running migrations on a schedule, it might be safer to do a dynamic check against the processes running instead of using a pid file approach. This is because files can get out of sync and sometimes require a transaction call causing a split second error scenario. There is a script available for Linux environments, we might want to develop one for windows.
