clean up requirements and test with windows? #232

The versions in requirements/*.txt are out of date, no doubt. Figuring out how to build SLiM in the github workflow would be nice (important?) for stdpopsim, also.

Seems important to have correct requirements, so I marked this priority. The building slim the the github workflow thing seems like an unrelated issue to me, and lower priority?
