Add the ARG tute to "resources" #197

Now that the ARG tutorial is basically complete, it might be nice to add it to the resources page.

OTOH we might want to promote this only after we have constructed the "ARG API" for tskit.

I think so. The tutorial is there. It depends if we want to wait for https://github.com/tskit-dev/tskit/discussions/2869, but since that might take a while to implement, perhaps we should just merge away.
