Set FiscalYear as a LocalStore item and not in the template #27

Don't want to set FiscalYear in the serverstore template because it may change. Set it as a LocalItem so its in the cache, but make sure it's required in case it does get wiped.

Changed my mind and put it in the serverstore. I think it would be more confusing if that went away periodically with cache clears instead of sticking like everything else in the template. They can just change their templates at the turn of fiscal years.
