Org unit not saving as part of template #38

The org unit is not saving as part of the template, even though orderingAgency is specified. I think it's because it's trying to save it as an idlobject instead of just the ID?

I got it. Woooo! Defaults to CONS, but if you save the org unit as part of the template it will save.
