Users should not be able to edit/delete reports if they don't have the "edit" permission on that specific report #38

Whereas as long as they have reportscreate they can currently do anything to any report.

are you sure? are you logged in as admin?

This is due to the permission changes I have just made. Once complete each module will be completely standalone from a security perspective.

Should users with edit permission (but not histories or execute) be granted histories and execute automatically?

Likewise should users with execute (but not histories) be granted historied automatically?

And done. Changes to tabular, listing as well as view_home in template
