Any name (that's link) clicked in Aii should assume a message wants to be sent. #206

This should generate an email as well as a message within the system.

explanation: We have a lot of names with links (Facility Administrators and users). Any place we see a blue name if we click on that name it should send that person a message. That message should be sent within the system as well as an email to the email listed during registration.
