Drop support for use_stack_depot=false #238

Looks like stack depot is used for a while in ASan for now, and is stable 
enough. It is also a requirement for using LSan. There are cases where it's 
more problematic than the old stacks-in-redzones behavior, but the old behavior 
is heavily undertested and will inevitably rot. I'm going to remove 
use_stack_depot runtime flag unless I hear no objections. Thoughts?
