New 20-21 waste factors have no equivalent in earlier years

This leads to an apparent increase in waste because several categories in earlier years are 0.

Although inexact we deem it's better to apply this years carbon intensity factor to earlier years too, so that is what has been done. CF email from TH 22 Dec 20.
