[Suggestion] Make fuel tanks highly explosive #5297

I think it would be a fun gameplay design to balance bigger ships/fuel haulers.

We need proper armor first, explosive tanks are something Tsuna already said he was working towards, but it'd be a relatively easy "I win" button without defensive measures.
