Turrets on a Station with the Control Turrets option enabled do not track or fire at hostile targets when the turrets are set to Auto.
You have to wake them up by piloting the grid yourself, which also makes the turrets do a fun little dance
As a side note, the spawned NPC ships only fly for a few seconds and then stop moving if they don't have an LC engine. If they do have a LC engine, they LC away after 5 seconds or so rather than staying and fighting. Seems they're a bit too cowardly!
