Short Description of the issue:

Bar decals have a square background texture visible

Steps to reproduce the issue:

Place two bar decals in sequence

Environment

Starship EVO version: 24w20b
Graphics Card: RX6700XT

The bar decal isn't the only normal-map decal with overlapping issues. A few others also have borders that are larger than necessary, overwriting the normal-maps from decals under them.

If I recall correctly, there was a time when these types of decals could blend into each other, creating some beautiful complex shapes, similar to how they interact with the details on scrappy hulls now:
