When a first installation initiated, hitting install button, nothing happens

What steps will reproduce the problem?
1. ftp new 1.1 version (same prob with 1.0)
2. filling in config.php file with db details
3. hitting install button

What is the expected output? What do you see instead?
Just nothing happans, the waiting animation shows 1 second and dissapears.
no errors shown

What version of the product are you using? On what operating system?
php 5.6.3
mysql 5.5.31-1~dotdeb.0

Please provide any additional information below.
maybe it's an issue with the BASE_URL? What does it has to be?
with ending '/' or not. if installed in subfolder, subfolder needs to be 
mentioned in url?

The php variable "allow_url_fopen" needs to be enabled on server-side.
