Wrong start time #168

What steps will reproduce the problem?
1. Open webpagetest.org
2. Test some random website
3. Download the HAR archive
4. Compare the startedDateTime of the requests with your clock or the Date 
response field

What is the expected output? What do you see instead?
The times should be similar, but the startedDateTime is 6 hours sooner

Please provide any additional information below.

This bug appears by random and on different servers. I forgot to remember them.
