Allow users to store custom settings

Allow logged-in users to store some customizations:
- default test parameters
- Custom connectivity options
- Stored scripts
- anything else that makes sense

I would definitely find this useful, including a default browser (if available 
in that location). 

It doesn't have to be a user setting if it was more persistent. For instance, 
if I submit a test with a certain location, browser, speed, etc, and then press 
the back button or go back to the test submission screen, maintain those 
settings. This is already done for some things (like the private flag) but not 
for location, browser and speed (and perhaps others).
