Not sure when the bug got introduced but all of the start times for individual 
resources are the same.

Fixed.  We missed updating the 'offset' value to look for 'load_start' in the 
HAR export code when we cleaned up the variables.  Doing a quick spot check the 
rest of the changed variables appear fine.
