Opening with cue sheet does not open flac file. brings up dialog with "cannot open input file"

What steps will reproduce the problem?
1. loading cue file does not find associated flac file.

What is the expected output? What do you see instead?
I expected conversion into split mp3s.
I see dialog with "cannot open input file"

What version of the product are you using? On what operating system?
20131102 (145) OSX 10.9.1

Please provide any additional information below.
Attached cue file.
I can guarantee flac file is named the same as it is in the cue file and is in 
the same folder.
