Improvement of MP_SEQ decription #241

MP_SEQ is maintained per connection and not per path. Is it used for 
reordering of data packets or only for control packets ? Please specify 
how sequence number wraps

https://datatracker.ietf.org/doc/html/draft-ietf-tsvwg-multipath-dccp-09#name-mp_seq states: The MP_SEQ number space is different from the path individual sequence number space and MUST be sent with all DCCP-Data and DCCP-DataACK packet. Any messages which do not use these DCCP packet types are not obliged to use MP_SEQ.

Is #230 adressing your concerns regarding sequence number wraps?
