Browservice sends images at a much higher resolution than the Nintendo 3DS native resolution, such that when zoomed out to fill the screen with the whole image, text becomes illegible, and the quality selector cannot be interacted with because it fits entirely within the dead border of the resistive panel (approx 5px).
This is likely due to the New Nintendo 3DS browser making up a window size that doesn't match the bottom screen.
When zoomed in, touches are always registered as if the screen is scrolled such that the top left pixel of the page is located at the top left pixel of the screen, which makes small controls located on the right or lower halves of the image difficult to click.
Clicking on text-boxes doesn't trigger the on-screen keyboard to appear, making text entry impossible, however some web sites can still be navigated if previously bookmarked.
