Registrate Data Gen Doesn't Work in Forge 40.1.48 (ish) and Up #44

After I updated forge from 40.1.48, Data gen no longer worked. From what I can tell, it appears to be an issue with layers, but I'm not 100% sure. I'm using registrate 1.0.25. After downgrading back to 40.1.30, it worked once more.
