Please give a precise description of the problem and steps to reproduce it.

changed on file with the normal character set (readable from github), but the 
problem remains

This looks like Chrome is set to the wrong character encoding for the page. Can 
you try choosing UTF-8?

In Chromium 10.0.611.0 (69095) coding default UTF-8

File _locales/ru/messages.json was not readable (bad coding).  Replaced by the 
correct (readable) file with github, but with no result.
Russian localization is ubiquitous (OK), the error is only in the list (FAIL)

Hm, does this happen with the official stable Chrome too? That page specifies 
UTF-8 as its encoding so I don't know why Chrome doesn't render UTF-8.

I have no idea why that messages.json was not readable - it is packaged as 
exactly the same file as in the Git repository...

!!! if you turn off and turn extension_1_0_21 bug, if you make a page reload, 
containment in sight! The next time you start again with a bug that helps to 
reload the page. Need to fix.
