CUANTO-93 #10

This has all the changes necessary to fix and repro CUANTO-93. I had to make some unrelated changes for thread-safety for the multi-threaded test to pass. Also, please note that to reproduce the bug, I had to disable on-demand test run calculation when in Test environment (see StatisticService).
