Fog of War not Syncing Properly #20

Describe the bug Fog of war appears and reveals itself properly for the host/GM. It remains black for players.

To Reproduce Steps to reproduce the behavior: Make an online game and use game pieces to reveal fog of war.

Expected behavior The fog of war should disappear/reveal the play area uniformly for more than just the host.

Tabletop Simulator Info (please complete the following information):

OS: Windows 10
Version 12.3.5

Seems to be desync issues; could not recreate. Will mark as a bug anyways.
