Support Rule #76

As of Gherkin 6, but I am not yet sure whether the AST produces Rule objects yet.

Gherkin 6 is a major change from the older version. I cannot upgrade to that without a proper AST diagram or clarification from the Gherkin team. I am following up with them here: https://github.com/cucumber/cucumber/issues/602
