Soldier transfer between bases #90

It would be nice to be able to send troops from one base to another. This would 
avoid the frequent problem with one team being a lot better than the others, 
and would be useful e.g. after a near-party-wipeout to spread the experienced 
soldiers around.

It does feel pretty synthetic they can't travel. 2 thoughts:
- needs UI. I know, I always say that, but the UI takes forever to get right. 
(And parts of the game it still isn't good.)
- region bonuses. If there is no cost / risk / something to transfer, why not 
have one base with the "military" trait supply the others?
Not a big issue, just something to think through.
