Migration to ROS 2 (Foxy) #92

Initial changes required to migrate the packages to ROS 2.

Please be aware that not all the plugins have been migrated yet. However, by pushing these changes it hopefully will enable others to contribute with the migration efforts as well.

NOTE: I intended to target the PR to a new branch but that is not possible. It would be good for a maintainer to create a new 'ros2' branch (or foxy-devel branch) where these changes can be pushed to.
