Makefile corrections for compiling on Xenial/Kinetic #10

Changes I had to make to compile the code in a Xenial/Kinetic docker container with ninja. It includes the pull request #6.

@DavidGillsjo @BrunoXL Hi guys, sorry to bother but did you all managed to implement hector_navigation on ros Kinetic?

@jjbecomespheh Hi, I think we had it working in this project, but I honestly don't remember if we used hector or gmapping in the end. The Dockerfile might provide some guidance. It has not been built since 2017, so I doubt it works without tweaking the versions of some packages.
